Heike Winschiers-Theophilus, is a Professor in Computer Science
in the Faculty of Computing and Informatics at the Namibia University of Science and Technology, and a pioneer in co-designing technologies with indigenous and marginalised communities. Since 1994 she has been living, teaching and researching in Namibia. She graduated from the University of Hamburg in 2001 with a PhD and has been working at the Polytechnic of Namibia, now transformed to Namibia University of Science and Technology (NUST) since.
In 2008 she established a niche area research cluster on digitalising Indigenous Knowledge which has graduated numerous students, received multiple funds and awards. Further concerned with socio-economic challenges in the country, and the well-being of marginalised she has established a number of research-based community outreach projects contributing to societal transformation. Promoting inclusive innovation, she is leading a local Tech Innovation Hub engaging indigenous and marginalised communities in the co-development of innovative tech products and processes for the mainstream market. In collaboration with learners from People’s Primary School and Yambeka Children Media, she has co-designed and conceptualised a unique interactive tech library as well as numerous edtech applications.
Honourable Stanley Simataa serves as the current
Minister of Information and Communication Technology since 09 February 2018. Hon. Simataa is the former Deputy Minister of the Ministry of Information and Communication Technology since March 2010 till 09 February 2018.
He has over 20 years working experience in the public service, having served in various executive positions in the Ministry of Fisheries and Marine Resources; National Assembly; National Council for Higher Education and the Ministry of Education, Sports and Culture.

How we create social value
